Yes, iWeb 3.0 still works under OS X Mountain Lion with no problems at all. Even if iWeb is not being actively developed anymore, you will still be able to create, edit and publish your website with iWeb for at least a few years (just not publishing to MobileMe). Unfortunately the answer is no, iCloud doesn’t offer any hosting capability. If you hosted your websites on MobileMe you have to find a new hosting.
